The actual position is as follows:
Administrative Scale.
Residential allowance starts in
the fifth year.
Public Works Scale fourth year.
Medical Scale third year.
Legal Scale third year.
Educational Scale in the third year.
Polici scall
In the police in the ninth year.
Audit scale
In the Audit in the third year.
I have discussed this with Mr. Gent,
who suggests that the differentiation may arise
from differences in the normal average age at
which officers are appointed to the various
services: it seems reasonable that an allowance,
which is intended to recognise the expense to which
an officer is put on account of social duties, should
not be payable to the youngest officers, and should
be increased as an officer's position in the
service tends to involve him in more entertaining
etc. But it is difficult on that basis to
account for the differentiation between the
Administrative and Educational Scales.
point might be put to the Governor but it is
suggested that the final decision should be
left to him since, the factors which govern the
grant of the allowance are local factors which
can hardly appreciate here.
